CAPACITY-BUILDING TRAINING IN KYIV
On October 16-18, 2018, the WURCES team participated (SRFs Oksana Holovko-Havrysheva, Vaysl Zelenko, Roman Kalychak and Oksana Krayevska) in the certified training Course on Evidence-Based Policy-Making under the Association4you project, which aims to promote the proper implementation of the Association Agreement between Ukraine and the EU. The team’s participation was aimed to improve the professional profiles of the WURCES staff in terms of getting experiences in public policy-making issues as well as expertise of the «Association4you» project in the areas of evidence-based public policy-making, real impact assessment and legal drafting in the course of the European integration of Ukraine.
WURCES TRAINING "Good Governance in the EU and Lessons for Ukraine: From Policy Development to Its Realization"
On March 18-21, 2019, the WURCES TRAINING «GOOD GOVERNANCE IN THE EU AND LESSONS FOR UKRAINE: FROM POLICY DEVELOPMENT TO ITS REALIZATION» took place at the Ivan Franko National University of Lviv in the cooperation with the EU-funded project «Association4you». Training agenda included a range of topics on evidence-based public policy-making, real impact assessment and legal drafting, EU governance and rule of law standards considerations in the policy-making. Special emphasis was put in their implementation in the case of Ukraine. 30 participants from regional and municipal authorities, local self-government, civic society, universities discussed policy-making practices in Ukraine and developed their own policy initiatives. The event was co-organized with the Lviv Oblast State Administration.
WURCES TRAINING "Good Governance in the EU and Lessons for Ukraine in the Field of Pension Regulations: From Development of the Evidence-Based Policy to Realization"
On March 5-7, 2020 the WURCES team conducted the first training on the evidence-based public policy-making for unit chiefs of the Main Department of the Pension Fund of Ukraine in Lviv oblast. The participants discussed basics of the evidence-based public policy-making and their principles as to be applied to the pension policy in the EU. The particular attention was paid to the EU Social Policy, the cooperation among the EU member states in the pension sector and challenges Ukraine is facing in the adjustment of its pension system to the European rules and practices. The training was conducted in the cooperation with the Main Department of the Pension Fund of Ukraine in Lviv oblast and the Regional Institute of the Public Administration of the National Academy of Public Administration by the President of Ukraine. The training attended 30 participants during all three days, 30 partcipants were awarded the state certififcate about the partcipation at the professional development programme. At the training were present 3 lecturers and 3 guest speakers.
WURCES TRAINING "Good Governance in the EU and Lessons for Ukraine in the Field of Pension Regulations: From Development of the Evidence-Based Policy to Realization"
On June 24-26, 2020 the next training for the chiefs and the staff of the Pension Fund district departments has been conducted in the online format at the MS Teams platform. During this training the participants discussed basics of the evidence-based public policy-making, fundamentals of the regulatory impact assessment in the EU, EU Pension Policy and the relavant developments for Ukraine. The particular attention was paid to the EU Social Policy, the cooperation among the EU member states in the pension sector and provisions of the EU-Ukraine Association Agreement in the social matters. In terms of building the synergies the training was also linked to the workshop on comparing the pension systems of the EU members states and Ukraine, which was previously held on May 29, 2020. The training was conducted in the cooperation with the Main Department of the Pension Fund of Ukraine in Lviv oblast and the Regional Institute of the Public Administration of the National Academy of Public Administration by the President of Ukraine. The events took part in the online format with up to 70 partcipants online daily, 100 participants were awarded state certificates on completing the professional development program.
WURCES TRAININGS on EBPPM, RIA, legal drafting and management of changes
On March 15-20, 2021 the team of the Jean Monnet Center of Excellence of Ivan Franko Lviv National University conducted online trainings on the basics of state policy development for employees of the Main Department of the Pension Fund of Ukraine in Lviv region in cooperation with Regional Institute of the Public Administration of the National Academy of Public Administration by the President of Ukraine. The trainings discussed the principles of good governance and lessons for Ukraine in the field of pensions in the EU, with special emphasis on evidence-based public policy, regulatory impact assessment, risk management and management of changes. 180 attendees to the trainings recieved the state certificates on completing the professional development program.
WURCES TRAINING "Formating the Public Policy of the EU in the Field of Foreign Relations"
On September 23-24, 2021 on the basis of Ukraine’s Ministry of Foreign Affairs Representation in Lviv an introductory seminartraining for the employees of the mission was held. The event was dedicated to discussing various aspects of UkraineEU relations, as well as practices of EU public policy formation and cooperation between Ukraine and the EU at the bilateral and multilateral levels. The partcular attentions was paid to the EU Foreign Policy, the challenges for the EU-Ukraine relations, opportunitites for the transboundary cooperation and practical issues of the implementation of the EU-Ukraine Association Agreement on the regional level. The training was conducted in the inhouse format and had 8 attendees.
